House: Punchy and Singularly Unmotivated
It's an hour and 10 minutes before deadline, there are no must-do bills on the schedule and a couple of seriously divisive controversial ones (p. 18, p. 20, p. 22) that nobody - but nobody - wants to get to.
So they're making jokes, animal sounds, hazing EVERYONE at the mic. This is always my favorite hour of the session, for this very reason.
