The section of the House rules that Tom Craddick keeps referring to rules:
Section 24. Recognition — There shall be no appeal from the speaker’s recognition, but the speaker shall be governed by rules and usage in priority of entertaining motions from the fl oor. When a member seeks recognition, the speaker may ask, “For what purpose does the member rise?” or “For what purpose does the member seek recognition?” and may then decide if recognition is to be granted.

If you look at the House rules and the state constitution: (1) The Speaker has the right to recognize or not recognize anyone without appeal. Recognition must be made prior to making a motion. (2) The state constitution only provides for electing a speaker at the first of each term after temporarily organizing.
The Texas Legislature has no provision for a 'vote of no confidence.'
Is this really about Craddick's leadership ability in the House or is it about the 3Rs taking a cheap shot now so they won't fail again next term?

What happened to the point of order that was called on HB 305t? I thought I had heard when The Speaker was attempting to recognize Mr. Callegari that it was "temporarily withdrawn."
